I think there was an EU ruling that chopsticks can be regarded as spoons in situations like this. Unless they are made of bamboo. Then they are to be stored with plates. It was in the Sun, so it must be true...

Chopsticks go in the bowl above my sink for chopsticks.
Never used them yet, had them 4 years.

The debate is getting interesting. I may let this one run into tomorrow before revealing the true home of chopsticks (in the cutlery drawer), and my reasoning behind it.

That's unavoidably true, but I'm talking about those times when you just can't find your camphor wood chopsticks box, ie where do they go in the cutlery drawer?

Well you could get a fancy drawer insert that has space for the chopsticks and any other odd ethnic eating utensils you may have. Like this one:

I'm afraid you're all wrong, ladies and gentlemen, as the correct answer is (of course) that they go in the fork section.
I eat my dinner with a fork. Sometimes, if my dinner is particularly noodley (or Japanesey/Chinesey in general), I will use chopsticks. Ergo facto sum, chopsticks are, in fact, forks. Q.E.D.
